Background
Program leadership wants to organize the work around key areas of perceived value, but does not have a clear concept of value defined yet
There is not a working portfolio leadership team in place that has already defined a set of epics and themes for the organization
Themes allow for organizations to have major phases / projects represented, with epics representing milestones associated with the work

This procedure will show you how to create a set of epics and themes to help program leaders align their features to value.
Learn how to capture epics and themes to represent value
From the Administration menu, navigate to the Roles page
Select the Role used by the program leadership team
Click on the “+” next to “2 Portfolio” to expand the list of permissions
Confirm the toggles for the Theme row

Confirm that the Theme field toggle is <on>
Click the Save button
From the Portfolio menu, navigate to the Themes page
Set the context configuration to Program = <this program> and PI = <next PI>
Click the Add Theme button in the upper right
Title - capture a generic kind of value (or a specific initiative) for the organization that will drive work over the next year or two
Program - set to <this program>
Program Increments - set to <next PI> and beyond, if appropriate
Description - Summarize the expected value to the business, company, product line, or customer. What is driving the work? What difference will the work make?
Active - initialize to “Yes”
Click the Save and Close button
From the Portfolio menu, navigate to the Epics page
Set the context configuration to Program = <this program> and PI = <next PI>
Click the Add Epic button in the upper right
Title - capture a generic kind of value (or a specific initiative) for the organization that will drive work as part of the theme
Description - Summarize the expected value to the business, company, product line, or customer. What is driving the work? What difference will the work make?
Type - leave as Business
Primary Program - set to <this program>
Theme - set to the theme created
Program Increments - set to <next PI> and beyond, if appropriate
Click the Save button
On the Details tab, scroll down and click “+ Full Details to expose additional fields
Start / Initiation - if there is a start data for the effort
Target Completion - if there is a targeted completion date for the effort
Strategic Driver - set to strategic driver (if using)
Click the Save button
On Time / Skills tab, scroll down to Fixed Date Milestones and enter any milestones that should show on the roadmap
Deliverable - what is the milestone
Portfolio Ask - don’t populate
Start / Initiation - when will the work on the milestone begin
Target Completion - when should the milestone be reached
Click the Save and Close button
Repeat for each specific form of value that influences the theme
Output and next steps
Confirm that a new feature can be associated with a epic, via the Parent field on the feature
