3. Does the program plan, execute, and deploy on a regular cadence?
4. Can the program team deliver business value independently of other groups or teams in the organization?
5. How long has the program been practicing agile at scale?
6. How long has the program been working together?
7. Are the teams in the program persistent long-lived teams (not breaking apart and reforming constantly)?
8. What business or operational value stream is the program team enabling?
9. Do you fund the program and/or the project?
10. What is the technical stack and the solution architecture?
